This quest is scheduled to release on Aug 3 – 12 pm UTC. You will need to have completed Beyond Hogwarts Volume 1, Chapter 3 to trigger it. But it would be best to wait for now because of the bug, hopefully they’ll fix the trigger issue before releasing the side quest.
